The European Union flag is blue with a circle of 12 golden stars arranged in a regular pattern. The stars reflect Europe's peoples' unity, solidarity, and peace. The number 12 was chosen because it has long been associated with perfection, wholeness, and oneness. The Council of Europe approved the design of the EU flag in 1955, and the European Union followed suit in 1985. Arsène Heitz, a French artist, developed it, and it has since become a widely recognized symbol of the EU.
